I have already tried to normal way of upgrading:
GodaddyHome > Programming Languages > select php version
It "looks" like it succeeded: (image shows Godaddy serverdetails sidebar displaying php v5.4)
But within wordpress dashboard, the upgrade never occurred:
I am still at version php v5.2 (the image shows wordpress dashboard displaying php at v5.2)
My wordpress is up to date(4.9), I am confident the php on server is not updated because a wordpress plugin-code breaks at a line that uses "php Namespaces"
php Namespaces were introduced into in phpv5.3
Please someone help, I have spent waay too long on this issue

spoke to customer support and they renamed the .htaccess file on the root directory to .htaccess.disabled
and now it works
