Setting Up PHP Error Logging

I am trying to diagnose an issue with a form on my website, but haven't been able to set up error logging.I've got the following code in my ini file 'error_log = "./php_error.log"' and I have the file within my website directory.
Am I wasting my time trying to code PHP on the Windows Plesk console? Would I benefit from calling Godaddy and trying to switch over to Linux hosting?

Hopefully something there will help. I'm sorry Windows is so garbage. I blame Bill Gates.
